"When I met with the Swedish Minister of Education Bengt Goransson in 1989, he said that the guiding principle of education in Sweden was to offer educational opportunities to all.

"When I asked which was more important in shaping a person's development, natural ability or effort, he responded that for the individual, more than anything else, the deciding factor is effort. The act of learning, he said, can draw forth an individual's potential and lead to their growth and progress.

"Steady effort develops our unlimited potential and opens the way to a bright future. That's why I want each of you to become 'experts of dedicated effort' who keep pressing forwards, no matter what."
